Mr. Osborn serves as the managing director at WISP Partners to help clients with strategy development, public/private financings, mergers & acquisitions, and exit planning for entrepreneurs.
Ted is a national expert on rural broadband in U.S. markets. He is a frequent speaker at industry events on rural markets and FCC related proceedings. He currently serves the Gerson Lehrman Group as subject matter expert on rural broadband to support investment decisions for global investment banking and private equity firms. Ted also serves the Policy Committee on behalf of the Wireless Internet Service Provider Association (WISPA) where he is active with advocacy efforts to support local rural providers related to innovative spectrum policy and public subsidy initiatives managed through the FCC.
Ted has a broad background in technology and internet communications starting at IBM where he guided his clients on business process reengineering activities. Starting in 2003, Ted served as co-founder and president of Mesa Networks, Inc., a rural fixed wireless ISP created to provide broadband services to unserved residential and commercial markets. Mesa was ranked the 7th largest fixed wireless service provider in the U.S., an Honoree of INC 5000 and Entrepreneur for achieving 426% revenue growth over three years.
Since forming WISP Partners in 2008, Ted has successfully managed several key projects including: the win of construction grants under the ARRA 2009 program; the win of grant subsidies through the FCC CAF Rural Broadband Experiment to build last-mile services. More recently, Ted provided consulting services to several CAF II auction winners to help bridge the digital divide across 23 western states winning $850 million of subsidies needed for rural markets. Ted has also managed numerous private debt/equity financings, and M&A transactions totaling over $1 Billion which have created enhanced equity value and exit alternatives for shareholders.
